To answer this:
The E4406 can't do phase noise measurement directly from the
interface, but there is an open source software that drives it over
GPIB to do it :

AFAIK you can't do it over the network interface with the original sw,
but I have hacked together a small CLU to do it under linux. If you
need it, I can send it to you.
