Have a look at the requested size from the host, only when the host
requests more data than available, the ZLP is needed (if the size sent
is an exact multiple of the endpoint size). In my traces I can see that
Windows request 64 bytes for the first GET DESCRIPTOR which is only 8 bytes
long (so a ZPL should be sent). MacOS X requests 8 bytes, so no ZLP is needed.

I still believe there is another issue which will cause
problems if a USB Reset is missing between the first GET DESCRIPTOR
and the SET ADDRESS request, which I could observe here with my MacOS X
installation (an older one from a year ago).
