In my traces I can see that Windows request 64 bytes for the first GET DESCRIPTOR which is only 8 bytes long (so a ZPL should be sent). MacOS X requests 8 bytes, so no ZLP is needed. I still believe there is another issue which will cause problems if a USB Reset is missing between the first GET DESCRIPTOR and the SET ADDRESS request, which I could observe here with my MacOS X installation (an older one from a year ago).
