Hi Jenrica,
you have to install the RTL-SDR library first (
http://cgit.osmocom.org/rtl-sdr/), then the Osmocom GNU Radio source (
https://osmocom.org/projects/gr-osmosdr/wiki/GrOsmoSDR).
