sorry, but there is no such thing as a 'generic blank LTE SIM card'.

A "LTE SIM Card" (more precisely an ETSI UICC with USIM and/or ISIM application)
is only specified from the point it has been fully provisioned, i.e. at which point
it is neither blank nor generic anymore.

Everything before that point is up to whatever proprietary protocol/system
of the card manufacturer and/or card OS developer/licensor.

I guess you should ask your supplier for what kind of tools he can provide you
to provision/program the card, and/or how to verify it works correctly.
