no, not unless you happen to have a UMTS PHY layer + RLC/MAC + RRC
implementation that you can run on it.  It might be possible to
convert/adapt OpenBTS-UMTS code to function as that [only] and then talk
Iuh to Osmo-HNBGW, but I'm not sure how much it would be worth the
effort, given that (I understand, correct me if I'm wrong) it's Rel'99
384 kBps only (no HSDDPA/HSUPA), and data-only (no CS plane).
