Osmocom so far implements only the core network down to IuCS and IuPS as
well as a gateway to Iuh.  It does not implement an RNC nor the NodeB.

So *if* you find a PHY/RLC/MAC layer (NodeB) and the RRC layer (RNC)
supporting a USRP device, then you can connect it to the Omsocom Iu or
Iuh interface.  In absence of that, it is not possible.  I don't know
any such implementation.
