Hi,

You are mislead by the name "silent call". In reality this does not make the phone transmit voice data, just a strong, high powered radio signal that could be used to locate the device/user by using it as a tracking beacon.

It is possible to send a command to an MS connected to openBSC afaik that activates this feature.
