to switch a mobile phone into any of the loopback modes described in
TS 04.14.  You need a phone supporting those commands, a SIM card
that contains the "special flag" as outlined in the spec in order
to use this.

This is primarily useful if you'd like to perform some RF-level testing
of the receiver in either the phone or the BTS.
