Please see the "codec-list" vty command, as implemented at
http://git.osmocom.org/openbsc/tree/openbsc/src/osmo-bsc/osmo_bsc_vty.c#n313

something like 'codec-list fr' would create a supported codec list
consisting only of the GSM full-rate version 1 codec.
