correct.  Please see the OsmoNITB user manual chapter on SMPP
configuration, and the smpp_mirror example we included in openbsc.git
as a demo on how to use the SMPP interface from libsmpp34.  There's also
a python library for SMPP 3.4, as far as I remember.
