[PATCH 10/16] gtp: switch to iptunnel framework and no longer depend on real_dev

This is merely a historical archive of years 2008-2021, before the migration to mailman3.

Send tunnel data on GTP-U socket insead of raw interface and
use existing iptunnel helpers for that.
