[PATCH 2/2] libbsc: Update a BTS's SIs when ms_max_power is changed from VTY.

This is merely a historical archive of years 2008-2021, before the migration to mailman3.

we have completed the circle now and I don’t want to run another round. The
ms_max_power aspect is annoying but it shows that we need to progress and
look at the bigger picture. Are you willing to do that?
