[PATCH 1/2] Added new auth policy blacklist.

This is merely a historical archive of years 2008-2021, before the migration to mailman3.

Well, ACCEPT_ALL is accept all - a different thing :)

I would rather rename BLACKLIST to ACCEPT_NEW and make it default
instead of ACCEPT_ALL. It will give better experience to a random
OsmoNITB user (user in terms of an NITB operator, not in terms of a
subscriber).
