RFC: sgsn should command/response set to 1 in gsm48_tx_gmm_ra_upd_rej?

as usual at the time of the day... this is wrong, 04.64 in 6.2.2 has a nice
table/truth table.

anyway, I saw a trace with REJECT having C/R set to one, it does not fix my
problem though.
