[PATCH 1/2] signal: reserve signal subsystems >= 64 for libraries

Actually, this 255 limit is completely artificial, we can remove it.
Sorry, it seems it got propagated from the logging patch.

But, anyway, I'd like to know if you're OK with range-reserve idea.
