Setting the power of a BTS

Ok, but to my knowledge the only way to do that is by modifying the 
"max_power_red" in the config file or through VTY terminal.
You should use a dummy load with your BTS, this limits the range within 
a meter, so you don't get trouble with the government ;-)
Or use farada's cage or something...
