OCS interface/NB-IoT support

Hi Daniel,

First of all, thank you for testing NextEPC.

OCS/OFCS should be developed, but its priority is lower.

I have received some data from you about NB-IoT, but it is not enough to
implement the simulator.
In fact, having pcap file will be very helpful.

I also do not have NB-IoT equipment either. So I don't know if I can get it
right.
If I have some free time, I will try to support NB-IoT as well.
