I made the recommended
modifications and dectmon has begun to function properly

Runbook:
#apt-get install libev-libevent-dev
#cd
/usr/src/dectmon
#make clean
#sh autogen.sh
#sh configure
#make

install

As well I have observed my distribution is Debian:
