It's not possible due to libosmocore's gsm0858_rsl_ul_meas_enc() wrongly requiring non-const param.

I fixed it here (https://gerrit.osmocom.org/c/libosmocore/+/25623), but anyway building against older libosmocore passing a const pointer would fail, so let's keep this pointer non-const.
