The reason is simple: IF an operator never had a 2G access network, he does not need the 2G SIM function. Classic 2G phones will not even attempt to ever register as they will not even be able to read the SIM card. I have a LycaMobile sim here that starts up fine with 2G APDUs but does not allow UICC APDUs until I have selected at least ADF.USIM and I have to do the select of ADF.USIM also with UICC APDUs. I wonder how this works in real life.
