I think neither of fn/rts advance really affect timing here.
* fn-advance is being applied in sync both scheduling CCCH and requesting the Imm ASS to the PCU.
* rts-advance is neither affected since the BTS doesn't care about the FN at which the Imm ass is sent to it from the PCU using PCU_IF_SAPI_PCH, it simply queues it with bts_agch_enqueue and schedules it ASAP. So From the point of view of the PCU, the different value in rts-advance in use doesn't matter.
