Change subject: pySim-shell: add availability check for elementry files
......................................................................

Patch Set 8:

what is the purpose of the tool? Most files' presence is optional, so unless we really only checked for mandatory files, the fact that some or even many of the specified files don't exist is not an error, but a perfectly normal situation.
