The increase step size remains unchanged (4 dB), so no timing change here. The decrease step (was 8 dB, now becomes 2 dB) is the minimum premitted by 3GPP TS 45.008, it could also be 4 dB. The less this step is, the more time it would take to reach the maximum attenuation, yes. But I think the service quality here, i.e. the minimal risk to attenuate MS or BS power too much, is more important than the time needed to reach the optimal power levels...  I am trying to make it consistent with the default values in osmo-bsc and with the recommendations we give in documentation (not yet merged patches for osmo-bsc).
