l1sap: include Uplink RSSI and C/I in GSMTAP packets

Since we don't yet handle Uplink noise measurements, we don't know
the actual Signal-Noise-Ratio.  However, we do know C/I (Carrier-
Interference-Ratio), so let's send it instead of SNR.
