PS3, Line 9: The SGSN will always bind to 0.0.0.0 in difference the PCU bind is depending

I've to maintain the old behavior of NS1. The SGSN will always bind to 0.0.0.0/23000 in difference to the PCU which don't bind until it get's an info indication.
