In current source trees we always have the vty/foo_reference.xml committed in $srcdir.
If I now want to move osmo-bsc to generate the reference.xml instead during build, it will no longer be committed in $srcdir, but be generated in $builddir. This makes a difference when building in a separate location than the source tree: the scripts need to look in the right place every time.

I had a couple of iterations of figuring out how the vty reference building could best find the proper reference.xml file. This here seems the least fragile. If anyone knows a better way let me know.

So a source tree can have a vty/foo_reference.xml either in $srcdir or a build target for it in $builddir. Same goes for vty-someother/someother_reference.xml.
