Change subject: PCU: fix f_establish_tbf(): always expect Uplink TBF
......................................................................

PCU: fix f_establish_tbf(): always expect Uplink TBF

In response to a CHANNEL REQUEST received on BCCH, the network
would never allocate a Downlink TBF, so we should always expect
an Uplink TBF assignment.
