Patch Set 3:

The current status makes no sense to me, with lots of functions in different places for no apparent good reason, and that's basically because we end up having a model ordered in a way which makes people put stuff in the first place they find.
I'm trying to solve this by ordering a bit the data model files. We are adding more and more features to osmo-bts and this requires also cleaning up a bit in order to avoid messing around more and more over time. I cannot really understand how you can find the old situation desirable.
