The NSVC remote IP address is specified in the BSC config file.  IT is passed in vendor-specific OML IEs to the BTS.  Existing versions of  (nanobts, osmo-bts) only support IPv4 here.  So we need a way how the BSC can identify if the BTS (and the BTS-colocated PCU) support the new additional IE for IPv6 address.
