osmo-bts-litecell15: Implement missing features.

Many hardware parameters of the LC 1.5 were not exposed to the user.
This change introduces most of the features, being very similar
to osmo-bts-oc2g code. Mostly based on commit
d8cd756da48bcff9f9caf9e64fc0af047a165b60 from NuRAN's osmo-bts fork
