add osmo-mslookup-client program

Standalone program using libosmo-mslookup for manual testing, and for
integration with all other components of the network that need to do
mslookups to resolve SIP/SMPP servers etc.

For a detailed overview of the D-GSM and mslookup related files, please see the
elaborate comment at the top of mslookup.c (already added in an earlier patch).
