PS1, Line 25: This is bad because an MSC should send a Paging Request exactly once. Retrying
            : failed Paging is clearly the task of the BSC, not the MSC
this is not always true.  Do you have a specific reference for this?  I know that e.g. some MSCs are increasing the scope, i.e. they first page in the LA of the LAC of the last LU, then move to neighboring LAs or even do a network-wide paging.

So I'm wondering if the assumption that a MSC shall never send multiple paging requests for a single transaction is correct, even only within the specs?
