The TEXINPUTS bit is for the LaTeX compiler, yes (TEX as in LaTeX).

The xstl parser bit is in Makefile.docbook.inc:
  dblatex --xslt-opts="--path $(OSMO_GSM_MANUALS_DIR)/common/chapters:$$PWD/generated" ...

Do you think it needs a better explanation in the commit message?
