[PATCH] libosmocore[master]: import isdn4linux HDLC code from linux kernel

This is merely a historical archive of years 2008-2021, before the migration to mailman3.

A maintained and still updated list archive can be found at https://lists.osmocom.org/hyperkitty/list/gerrit-log@lists.osmocom.org/.

import isdn4linux HDLC code from linux kernel

I've been importing from 94d7dbf108813ea45a91e27e9a8bd231d5a23fa7
but the isdnhdlc code hasn't seen any changes since 2012 anyway.
