I have looked for more details (also in the books we have) but I could not find any description how exactly should be paged if a certain cell identifier is present. By 3GPP TS 48.008, 3.2.1.19 the Cell Identifier List is a mandatory field, so it can not be left out. In 3.2.2.27 "No cell is associated with the transaction." is listed as a valid item. So If I think that logically it would make sense to page the whole BSS, like we do when we detect an unimplemented cell identifier list item.
