master-builds: openbsc: make SSH keys available

Mount ~/.ssh in openbsc's docker container, just like it is done with
all other Osmocom projects that build in docker (see Change-Id
Icfff3b6a620de79d1bab7ff6a35309f828581c09 ("master-builds: make SSH keys
available in Docker")).
