[PATCH] osmo-bsc[master]: SI2q: fix generation for multiple UARFCNs

This is merely a historical archive of years 2008-2021, before the migration to mailman3.

SI2q: fix generation for multiple UARFCNs

* fix insert routine to keep the list sorted by UARFCN
* fix rest octets generator to properly account for offset
* adjust test results accordingly
