Add simple CTRL2SOAP proxy

Add python client which converts TRAP messages into SOAP requests and
perform corresponding actions.

It can be used as follows

./soap.py -d -w http://example.com/soapservice/htdocs/wsdl/test.wsdl

See ./soap.py -h for additional options.
