While you might be able to allocate more TS for the DL, you might end up not having a free one for the UL. How do you solve the "starvation" problem here? Starvation in the sense of always allocating the maximum and then not being able to allocate a USF/UL TS to receive an answer from the phone? What is the argument of making it configurable?
