Ok. We'll try linking the app with cygwin1.dll. You said the biggest issue would be WSA2, but I see you use libusb. Do you know if we are going to have problems with hardware detection/communication (SIMTrace board) under Windows?

Windows has not been a priority. I once created a very simple GUI for
SIMtrace (providing the dump and status about the device) using Qt. The
biggest issue for Windows will be the socket code, we don't have WSA2
support in libosmocore. Currently the easiest would be to use cygwin when
using the simtrace application on windows.
