    sysmobts: Remove the trx parameter from the signature
    
    l1if_gsm_req_compl everyone is passing the trx as data pointer right
    now, remove it from the request procedure right now as it can be
    deducted from the femtol1_hdl.

    oml: Deal with multiple SACCH requests that will not send anything
    
    Execute commands until something is queued to be sent. This can be
    triggered if we get two SACCH DEACTIVATE commands from the BSC. The
    first one will release all SAPIs and the second one will make the
    queue get stuck. Now execute commands until a request has been sent.

    The SACCH rel marker is broken.. in case OpenBSC asks us to release
    the SACCH twice we will be simply stuck.. the spec is not clear if
    the SACCH deactivate is an idempotent operation or not... maybe OpenBSC
    should keep track of it again..
