There is absolutely no need to have WiFi or Internet to run a 2G network. You do need some kind of a network, so radio nodes and core network nodes can talk to each other, but no internet is required for that. It could be over wifi, but usually a plain old ethernet cable is enough, or if you run everything on one computer then not even that.
