I have come across a similar problem with a 178U.  Attached is the pcap file.  .190 is BSC/NITB, .188 is sgsn, .195 is BTS.

Please send the pcap file as requested. It includes significant
detail which is not shown in console messages. You can use tcpdump
to create the file from the command line, or even wireshark.
