Pybombs was updated to a completely new version recently. and I'm not at all familiar enough with it to guide you to a successful install. For the time being, I recommend your install it like so:

git clone --recursive https://github.com/gnuradio/pybombs_legacy.git pybombs
cd pybombs
./pybombs install gr-op25
