FYI, your update uses the config as follows

plmn_id:

      mcc: 001

      mnc: 01

      tac: 33

However it is not good since tac is not included in plmn_id. As such, I've fixed it as below

plmn_id:

      mcc: 001

      mnc: 01

tac: 33

In YAML world, indentation is very important.

Please see the ./support/config/nextepc.conf.in and ./test/sample-csfb.in

In current master branch, the above configuration is working fine.
