    I would *guess* the RNC here is the HNBGW and not the real "RNC" integrated into a hnodeb.
    Do we have multiple RNC by LAC? So far I understand, a LAC should only have a single RNC.
    Currently I think we should not allow multiple hnodebs to have the same LAC.
    It would be still fine, because we're sending a Iu Page CS with a LAC towards the hnodeb.

    The interesting part here is the page_ps2(), should we allow paging by LAC and not RAC?
