OBS: switch debian 11 mirrors to snapshot
The archive.debian.org mirror is currently inconsistent, we can't fetch
xsltproc from the mirror (a dependency of osmo-gsm-manuals-dev):

Switch all URLs from archive.debian.org to snapshot.debian.org from
2026-08-14, the day before debian 11 went EOL.
I had tried to use snapshot.debian.org for the security mirror in the
past (36dd521d) and then changed it to only archive.debian.org later as
the mix of both became incompatible (cfa1294). By now switching over all
of these URLs instead of only the security URL and by using a more
recent snapshot date, it should in theory keep on working until we
remove the debian 11 feed (https://osmocom.org/news/333).
