    why not depending on it? we simply don't need it?

    I should have clarified this in the commit message (sorry): the reason is that we need to be able to handle RACH.cnf in order to know the TDMA Fn it was transmitted at. This is not possible with the 'misc/rslms.c', so that's why we need our own handlers (mobile app also has its own handlers).
