    I think it's a wrong place for optimisations. If we're time-constrained the first thing we should try is enabling BuildKit https://github.com/moby/buildkit - see https://docs.docker.com/develop/develop-images/build_enhancements/#to-enable-buildkit-builds for docker-specific config.
