Ok, I see your point. But what behavior is our goal here?
Spec compliant or SGSN specific (which should be also spec compliant)?
The definitive correct behavior isn't such simple.
a) If no UMTS security context is available (ciphering & key sequence number != 0x7), the network has to do an authentication.
b) If the UE has a valid UMTS context, the network can do a Security Command without doing a authentication. Doing an authentication anyways has the advantage of having new key material.
